Every other community on this list is its own municipality with its own arrangements — Sandy, Riverton, South Jordan, Bluffdale, Herriman, West Jordan, Midvale, Murray, Cottonwood Heights, Lehi, Alpine, Highland, American Fork, Cedar Hills, Saratoga Springs and Eagle Mountain are all cities. White City is the exception: it is a metro township, a Utah municipal class with its own elected council that buys most services collectively. What crosses most of those lines is the disposal system — Trans-Jordan serves seven member cities, and the county hazardous waste centre is free to Salt Lake County residents.
